Judith S. Blackburn works at the University of Maryland Baltimore in the Office of External Affairs where she serves as the Assistant Vice President for Resource Management and as the Treasurer and Chief Financial Officer of the University of Maryland Baltimore Foundation, Inc.

She oversees the financial management of all the private funding that supports the University of Maryland Schools of Medicine, Law, Nursing, Pharmacy, Dentistry, Social Work and Public Health.  The Foundation has grown dramatically during her tenure and will continue that growth as the result of the current $500 M Capital Campaign for the Schools.

Dr. Blackburn graduated from Vassar College, then completed her Ph.D. in Physiology at New York University and later received her MBA in Finance from Loyola College.  She joined the Board of Friends Research Institute in 1993 and is currently serving as Second Vice Chair and is heading the Nominating Committee.
